Quick Launch Conundrum

My quick launch toolbar suddenly stopped working (gives
me a permissions error upon attempting to click on a
shortcut icon), and after a bit of digging about I
discovered that no shortcuts placed in c:\documents and
users\(username)\cookies\ or any of its subsequent
subfolders work. This is where the quick launch toolbar
stores its shortcuts, and Im wondering if anyone else has
had this problem, knows of a solution, or knows if there
is a way to change the folder in which the quick launch
toolbar is stored.

Normally, the path to the quick launch shortcuts would be

C:\Documents and Settings\(Username)\Application Data\Microsoft\Internet
Explorer\Quick Launch

Cookies are files storing information for websites.
