Quick Launch Bar.........Advise Please...

I have created a new user account on my computer and want to configure the
quick launch bar in the same way I configure my own, but have forgotton how I
did it.
At the moment all my quick launch icons are showing and there are no arrows.
I want to configure it so that it has the small arrows which when clicked
reveal the hidden icons.

You probably have the Toolbar locked. Unlock it and you'll be able to move
the QL bar to cover up some icons by grabbing the vertical dotted line.

I can find "Unlock Taskbar" it is not locked.
Where to I unlock the Toolbar?

I made an error in my explanation sorry......I meant "System tray"
I can't find a way to unlock the system tray.
