Quick fix error

I can not install some upgrades because I get an error
message

( WEUpdate cannot retrieve information needed for
setup from database.

Setup cannot continue.)

QC.exe file was damaged by a virus and deleted.

Where can I get a new QC.exe file and where does it go?
