Questions about vista, installation of, and languages

hi, i recently bought a new laptop with windows vista home premium, i think
that vista is great but the only problem is its in norwegian (yes, i live in
norway). However, i cant read norsk that well and because its only home
premium i cannot dl any language packs (pain in the arse!)

several questions:
I was wondering if i bought the vista ultimate upgrade (in english) will it
be able to work on the norwegian home premium?
Or, is it better i buy the norwegian ultimate upgrade and dl the language
pack?
How about i buy the home premium in english and do a reinstall?

Price is the only thing you have to worry about.

If you get English home Premium, and do a clean re-install.

But, if you upgrade to Ultimate, you can change it to any language.
