When looking for the Temp. Internet Files under "C: Local Settings" I find a
folder "Temp" can I delete the contents.

Run Internet Explorer.
Tools>Options:
"General" Tab:
"Temporary Internet Files" Frame, AND "History" Frame:
Use these to control ALL Internet Files!

Yes, however to make thing easier you can just run the disk cleanup wizard.
It will show you all kinds of temp files and allow you to delete from that
interface.
