Question Marks

Does anyone know how to fix/why this problem is
occurring? For many pages or programs that I open,
instead of displaying what I can only guess would be
symbols, Windows XP displays question marks. This
happens in a number of applications, and only
selectively. Sometimes it displays question marks
instead of comma's or apostrophy's. Sometimes in place of
what I would guess would be Bullet points.

Any thoughts would be greatly appreciated. THanks.

Verify that character coding is set to Western
