Question about the Microsoft Data Access Block

I am new to the Data Access Block and have a question
about the system requirments. I noticed on the web page
for the block, it states that you need Windows 2K, XP or
2003. It his just for development, or for deployment as
well? I have some Win 98 clients that I will need to
deploy this application to. I looked through the source
and didn't see anything too exotic. Has anybody else
tried to deploy code based on this to '98 and if so did
you encounter any issues? Since this is built on the 1.1
library I figure it would be OK on any machine that can
support 1.1, but I want to be sure before I get too deep
in to development.

You need 2k or above to develop on the framework, but you can install and
run on 98
