Question about System Locale in Windows 2000 professional version

I am using Windows 2000 professional version and set System Locale to
Chinese(PRC) as default. If I want to keep this setting, how can I send
chinese message(BIG5) in icq and people can read it properly? Thanks.
 
oh... That means I am better to find a icq clone which
supports unicode likes MSN Messager 6.0?
