Question about Mobility Center

In a table comparing the features of the different versions of Vista, the
Mobility Center for Home Premium is listed as "Partial". I assume that for
Ultimate it is complete or something like that. What does "Partial" mean?
Obviously, the Home Premium version of Mobility Center is missing some
features that are in the Ultimate version. What features are missing from
Home Premium?

Home does not have the "Tablet PC" stuff. Use of a 'pen' requires it, as
well as a special screen. Many of the cool tablet features are available in
Home, but not 'all'. When I bought the 'Business' Vista, I was quite pleased
to see how well it integrated my tablet. The Mobility features consider the
pen a 'special input device', useful for mouth or foot control.
