Question about HEaders & Footers

I am trying to import a graphic into my workbook as a header and footer. I
go into the custom header wizard and click on the picture icon to bring it
in, it comes in, only it shows up in the middle of the page behind the data.
When I try to bring in the footer, it populates in the middle of the page and
then displaces the inteded data.

Has anyone seen this before and does anyone have any ideas on how to fix it?

My header footer picture files are jpegs, does this matter???

The instructions in xl2003 when you're doing the custom header/footer say:

To insert picture: press the Insert Picture button. To format your picture,
place the cursor in the edit box and press the Format Picture button.

That button is to the right of the insert picture. You can change the picture
size there.
