quarantined attachments

I occasionally receive quarantined attachments. Is there a way they can be
opened?

Naturally, I would not even consider opening a quarantined attachemtn if I
did not recognize and trust the sender.
 
How are they quarantined? If outlook is blocking access (the infobar will
say they are blocked), you can unblock some file extensions but if another
program is doing the quarantining, you may have to configure it within that
program.
