Quarantine - Moderate Risks

Perhaps someone can clarify this topic & advise me on
what is probably a very simple topic to you all. I'm
fairly new to the word of PC's & the 'nasty' spyware,
virus', etc.

I do not understand what "quarantine" means with regard
to files, and am never sure what action I should take.
Any way that I run scans (via SpyBot, Ad-aware, or here
with the Microsoft scan,) I feel clueless. Today for
instance, two items come up...one indicating it was a
very high risk, and in fact the drop down menu had
already said "Remove." The next one, "Hotbar," very
often comes up with any or all scans I run. Here
(Microsoft,) it came up as a "moderate" and the frop-down
was set as "Quarantine."

I guess my question is, what aspect of something like
a "hotbar" type file should I be considering, when
determining if I should have it removed or not?

Any suggestions, quidance, or directing me to some good
reference materials would be appreciated. Thanks
