Quality video codecs

Hi folks. Unfortunately, WMM needs me to convert my MPEG files to AVI in
order to use them, so I use a program called Flask. Does anyone know any
high-quality video codecs so I loose a minimal amount of quality in the
conversion process?

I use the Panasonic DV codec... but it only works if the input file is
aligned with the pixel dimensions of a DV-AVI file (720x480 for NTSC)

My Setup Movie Maker > Other Software page has a link to get the codec.

H264 is the highest quality codec with the same size.
