There is a lot of myth about this. It is used with specific
applications (of which there are few) which are QoS aware, so as to
guarantee them a minimum share of the bandwidth when they are running.
It does not, as the myth has it, lock out that bandwidth at other times,
so it does not really matter. That said, unless you do have one of
those apps, it is doing nothing and you might as well not have it in
use. I would set its Startup type as 'Manual' which means it *could*
start if something asked for it
