....How may I obtain software for my recently installed Win
2000 Prof. that will enable me to open .qic files
originally backed up via my zip drive from my old Win 95??

I have not personally used it, but I have read in these newsgroups that you can use
Stomp's Backup My PC to restore QIC files (License: Free to try for 30 days; $69.00
to buy).

For more information, see the following Google Groups Archived newsgroup post. It
has a link to the download and a "step-by-step" explanation of how to perform a
restore:
