Q305217 Update not installing

The microsoft update Q305217 for IE 6.0SP1 is not installing for some of my users. These users don't have any OS Service Pack that has the update in it, and from what we can tell do not have it installed anywhere on their PC's.

Is there a "newer" version of IE that the patch can't add itself to, some other explaination?
