Putting lines in document

I need to create a form that has a table. A section of the table needs
permanent lines that will allow the user to tab from one column and then
begin typing and the lines WILL NOT disappear. I need the lines to be
permanent.

How do I do that?

Probably by selectively turning on/off the borders of cells of the table.
