Puter Would Not Shut Down

I have Windows XP Pro. Yesterday, after I pressed the turn off puter
button, nothing happened. I tried it several times, with no result, yet
when I attempted to access IE or OE, I got the message that Windows was
shutting down and I could not access them. After half an hour, I pressed
the emergency button to restart, and then the puter did turn off normally.
What could have caused it not to do so the first time?

Modern PCs require that you hold in the Power Button for 5 seconds to
turn the PC off.

I'm sorry. I meant that I went to "start" > "Turn Off Computer," and then
pressed the Turn Off button on the screen. I never press the power button.
