Pushing Forms via Exhcnage

I'm a newbie to Outlook and Exchange. Can forms be "pushed" to users? In other words, can I create a form and share it with other users (as one would do with calendars) so that it can be used across the enterprise.

Publish it to the Organizational Forms library on the server to make it available to everyone
