What kind of format of the installation the group policy
software installation accept? Is it only the msi? How
about exe? Any good utility can do the convert if yes?

The file must be an .msi file. I would stay away,
generally speaking, from making your own .msi files.
There is the WinInstall LE software on the WIN2000 Server
CD and there are some other much more expensive
Applications out there that can "convert" ( actually, I
think that "package" might be the more appropriate
term ) .exes to .msi...

Naturally, there are other possibilities ( like SMS ).
