Purchased a used Dutch Laptop

I have purchased a Dutch Laptop with the original XP Home installation CD Is
it possible to change everything to English or would I have to purchase a new
English version of the XP Home CD

You can't change everything, but the Regional Settings can do a lot. They
sell an interface for other languages.
