Pull information if this field is null

I hope someone can help me if this is possible!!

I am working on a weapons database for the highway patrol. I made a table
using the fields of a paper form we use to use and now they want a database.

So here is my question/problem – I have three different fields (Officer
Assigned 1; Officer Assigned 2 and Officer Assigned 3) for when an officer
retires/quiets. I want to make a report with the ‘current’ user of the
weapon. So I would like to be able to say if Officer Assigned 3 is blank
show information from Officer Assigned 2 and if that is blank show Officer
Assigned 1. Because there will be an officer in Officer Assigned 1 but
Officer Assigned 2 and Officer Assigned 3 might be blank. I am making myself
clear of do I need to give more information?

If your table is based solely on a paper form, your table may not be
structured in a way that lets Access best use its features/functions.

Before you proceed any further, consider looking into "normalization" (the
process of organizing your real-world data in a relational database like
Access).

If you want assistance in normalizing your data, consider posting a
description of the types of data elements in your current table design, and
any "relations" between tables.
