any way to block certain pages from ever being published
while publishing ur site?

i have some pages with php code saved as .htm files so i
can edit the html portions of the page. I then save them
as .php pages to be published. i don't want the .htm page
i actually work on to be published.

View Reports Workflow Publish Status
Right click the page and set the Do Not Publish option

in file view right click on file and select Do Not Publish.
to do an entire folder at a time you can use the Jimco Add-In "Selective Publish"
