Publishing

I recently downloaded some updates for Windows 98se and I think it created some server conflicts for my FrontPage 98. I frequently get an error message about "Port 80 unavailable". I always had successfully solved that problem by rebooting. After the updates, rebooting didn't make the error condition go away. I could no longer publish. An axcquaintance tried to solve the problem, but I think he compounded it. Now when I try to publish, I get an FTP dialog box. Originally, that was how I published, but a Microsoft technician helped me avoid that step. Can anybody tell me the steps to go through to get the Publish button to work like it used to?
 
When the ftp link comes up, click Cancel and then type in http://yourweb.com
