Publishing Together FP 2002

I am working with another person and we both have our built-in source
control turned on and our tools/options/publish settings are set to:
1. Changed pages only
2. Compare source
yet we keep overwriting each others files.

What I think should happen is whichever page is newer should
automatically be downloaded to our computers. This way we always have
the latest versions and our changes will go on top of the latest
version. FP never seem to "download" files only uploads.

Does that make sense? Am I missing something? How do we always keep in
sync?
 
You each have to open the live/remote site and publish to your local machine before making any
changes, and then publish back when finish. You will need to coordinate this.
