Publishing gets cancelled

When I try to publish website it gets cancelled because of message "Server
error: cannot change permissions on file "index.html"?
 
1) What O/S are you publishing to?
2) Are you using HTTP publish, or FTP?
3) Does the host server have FP server extensions installed and configured?
4) What is the name of your default page on your local web? Is it
index.html?
 
The file has become locked by he web server or it's OS. Sometimes this
happens when a file has been edited or opened by the server and something
goes wrong (leaving a lock on the file). Sometimes just waiting a little bit
will release the lock on the file. Other times you have to contact your host
or see if there is another way to delete the file.
