Publishing comments in spreadsheet

We have developed a sales tool for our field reps. There
are comments inserted in the worksheet that give
instructions for each cell to which they need to enter
data. When I preview the page in a web browser, those
comments still appear and pop up. However, when I save as
htm or publish the page, the comments are no longer there.
What step am I missing?
