is there a way to get around publisher taking over a
publisher webpage edit in FP2003?
 
You DO NOT want to use Publisher for web sites... it really wasn't designed
for that ... as you have found out. Use FrontPage ... that's what it is
for... and don't import publisher files into FrontPage either!
That's a "Best Practices" recommendation!

Take ETC's advice, but if you must use Publisher created web pages, in
FrontPage go to Tools -> Options -> Configure Editors, and uncheck the box
"Open web pages in the Office application that created them".
Then be prepared for a lot of work and heartache trying to make the
Publisher pages fit in with the rest of the site, or even work cross
browser.
