Publisher setup starts when I open Excel

Whenever I start up Excel 2002, I get an Installer dialog box that opens that
says Publisher 2002 is configuring. Then it gives me a 1706 error. I click
ok and it tries repeatedly to do it, and only by hitting cancel successive
times am I able to get to Excel. Publisher works fine, no errors or
anything. Something in the registry I can change to stop this?
