Publish Web under FILE not active

I built my web page in FP. Now I am attempting to up load to my web server.
Under FILE, PUBLISH WEB will not activate. How do I access PUBLISH WEB?

You have to create a web, not just a page. Here's a tutorial:

Once you have a local web site created, you can publish it to your web
server.
