Publish Form as option not available.Help Please

I'm using Outlook 2003 SP3 and trying to publish files to the
Organizational Forms Library - When i click on Tools - Options -
Forms , the only options i have are Choose Form or Design Form - The
instructions i have been given state i must choose Publish Form As -
but i have not got this option

Can anyone assist me with this

You can't publish a file to the Organizational Forms library, only forms.
Create the form by starting with the Tools | Forms | Design a Form command.
Then, in form design mode, use the form's Tools | Forms | Publish Form
command.

FYI, there is a newsgroup specifically for Outlook forms issues "down the
hall" at microsoft.public.outlook.program_forms or, via web interface, at
http://www.microsoft.com/office/com...spx?dg=microsoft.public.outlook.program_forms

The file/form i have got is called icbf.oft - Please help !!!

Use the Tools | Forms | Choose Form command to create a new item using the
..oft file. Then use that item's Publish Form command as I described earlier.
