In what part of your folder hierarchy did you create the
folder? Are you using Microsoft Exchange for mail?

Under the folder list, Outlook Today (Personal Folders),
Contacts, then sub folders, business contacts & also
personal contacts. No I don't have microsoft exchange.

That's not a public folder. That's a folder in your
Personal Folders hierarchy. You can't share it without a
third-party tool. See
