PSU or Mainboard Problem ? Advice please

Hello

I am trying to fix a problem on a friend's PC.
The PC would not start at all. no POST, fans or activity lights.
I've built several PCs for myself so I suspected the PSU so I swapped it but
still no joy.
It is a E-Machine 2210 with a Celeron 2.6 CPU and and Intel motherboard
whose exact details I cannot find but I don't think this is
relevant as it's a standard ATX board
There is a green LED lit on the m/b so I know power is getting through from
somewhere but nothing else.
I am tempted to try and short out the power switch connector on the m/b to
simulate the front power button being pressed but is this a good
idea?
I am beginning to think the m/b is dead as well as the old PSU but I'd like
some advice as to whether there is anything else I can try.

That's what I'd do, all you need to do is connect the two pins
briefly. You could also check the back of the switch, I worked on an
HP the other day where somebody hit the button way too hard and
knocked the switch too far back to ever get pushed. A bit of glue got
it going again.

I had exactly the same thing happen with an old HP board (p2) and it
turned out that the processor was fried, but the rest of the board was
fine. Just a guess... but if you can swap in a temporary CPU, try
that.
