There's a tool at http://www.computerhope.com/download/updates/pst19upg.zip
that will strip the password from a PST file for Outlook 97 through 2002.
Not for 2003's new format, though.

Yes, there are simple tools available that can easily find the
password
in an Outlook PST file (the password for Outlook personal folders).
Try a search on google.
Or you could just use a password recovery service:
N.B. Please do not crack any password unless you are fully authorised
to access the file.
