PST on Network Question

We have Exchange 2003. We have a lot of users (school district staff and
students), so we have strict limits on the mailbox size. For many years we
have been telling users to save their messages to their PST files (which is
on their network drive). Now we've come across some documentation that
suggests that is a BAD idea.

What do others use for managing mail and keeping the size of the mailbox
low? Where do you store messages/attachments? How easy is it for the
non-technical users?

We archive to a local PST file and use this utility:

to make a copy to our network share so that it can be backed up as part of
our regular backup process.

attachments and reduce the size of the mailbox by saving attachments to some
local folder or network drive. This add-in is client-side, not server-side
software. It can work automatically after only a simple configuration.
Also, there is an Exchange server-side program MAPILab Rules for Exchange -
http://www.mapilab.com/exchange/rules/ - it can extract attachments from
messages before they arrive to users` Outlook.
