PST file

I have a PST file on a CD and would like to put it on my new computer. When
I try to import it I get a messege that says "Access Denied you do not have
permission required to access file. I went to the administrator and they
tried to access it and they received the same messege. How can I get to the
file?

Files on a CD are read-only (CD ROM = CD Read Only Memory) unless on a CDRW
disk that has been formatted for packet writing, and Outlook needs
read/write access to pst files.
Copy the pst file to your HDD, do NOT overwrite any existing file, and
ensure that the read-only attribute is off. (Right-click on file, choose
Properties).
Then,

DO NOT USE THE IMPORT FUNCTION IN OUTLOOK TO VIEW THIS FILE.

The import function is for third-party data sources, not native pst files.

In Outlook, do File-open-Outlook Data File and navigate to where you put the
file.

Thank you so much. I know have all my contact on my Outlook at work. Know I
would like to transfer them to my hotmail account. How would I do that?
Hotmail asks for a CSV file and this file is a pst.

now this IS the time to use the Import/Export function!
Go to File-Import and Export-Export to a File-Next-CSV (Windows)-Next and
select your Contacts Folder. then just follow the instructions.
