You need to create a new PST file (old-fashioned, non-unicode format) in
OL2003, and then import/copy the data from the 'new format' one. You can't
open the unicode file in older versions of Outlook....

Can you give me more detailed instructions how to create new PST non-unicode
format

Would it be control panel add new profile?

No - in OL2003, file | new, Outlook Data file. You'll be prompted - choose
OL97-2002 format.
