It PSPad doesn't support double-byte characters. Is there a replacement
that's as feature-rich as PSPad, but support double-bytes?

Alternatively you could contact the author or express your wish in the
PSPad forum. The author is a kind and helpful young man who is quite
willing to incorporate user's wishes in PSPad. If it can be done
easily you may find the feature in the next beta version.
