proxy.pac not processed by clients

Is there a way to find out why a proxy.pac is not getting processed by the
clients? The users in my network had internet access through a proxy server,
and there were some other address that in order to gain access to, another
proxy somewhere in the forest should be used. These was done through a
proxy.pac.
Due to an upgrade that was to be done on the local proxy server, i
configured my network so the clients could directly access the internet. But
when switching back to the proxy server after the upgrade, although the
clients are set to use the proxy.pac file that tells them to use the proxy,
they access internet directly.
Any idea on where to start from to resolve this issue...?
