Provide ability to give meaning to flag colors in Outlook

Outlook should have the ability to provide meaning to the flag colors that
you can assign to each email. Right now, you have to mentally note that a
red flag means "immediate attention". It would be nice if, when i hover over
the email with the red flag, it would indicate my custom meaning for the a
flag. Because unless I write them down, I'll forget what the red flag vs.
the green flag mean.

To help you remember, create a new toolbar with the flags and use your
description for the names of each flag.
