Protection in Excel 2002 deactivates

My problem occurs when I try to protect my spreadsheet and
allow my users to "insert rows". This is accessed from
Tools\Protect\Allow users to. After turning this on the
spreadsheet is protected and allows insertion of rows
using the menu at the top. However, when I right click on
a cell to insert rows it will not allow me to do so. What
is strange is that after I have done this "right click", I
go back to the menu at the top, I can no longer insert
rows from that menu selection even though I could do so
before I "right clicked".

Does anyone know why this happens?
 
I bet you've notice that when the worksheet is not protected and you right click
on a cell, then choose Insert... (with the ellipses), you get an option to shift
left/down or insert entire row/column.

When you protected the sheet, you allowed only entire rows. So excel doesn't
want to show you this menu.

Why didn't the developers change the menu?

Maybe it was because it's pretty easy to rightclick on the row header (row
numbers to the left of the worksheet's data) and insert an entire row from
there?
