protecting a workbook from deletion

I use MS Ofiice 2000 in my small business. Does anyone
know how I can prevent a workbook from being deleted?
Preventing access or changes to the workbook is easy
using the "protect workbook" tool, but if someone wants
to delete the workbook, thats easy too! I've checked out
the help guide and can't find an answer. Is this possible
to do?

Scott,

Excel has no control over the deletion of a workbook file. Your network may
be able to do that with access rights to that file. See your network
administrator.

That would be a function of Windows operating system, not Office or Excel.

Permissions under "Policies" would have to be set up.

If using Windows XP, type "permissions" into the Help answer Wizard.
