Does anyone know if there is a way to lock a page or protect it so that no
one can make changes on it if they have a copy of it?

Not sure what you mean by page. If you mean web page, the answer would be no.
If you mean a slide, the answer would also be no. If you mean a presentation
file, yes, you can do a couple of things depending on your version of
PowerPoint, but you didn't mention that either.

You can password protect an entire presentation against copying/modification if
you have PPT2002 or later. Users will always be prompted for a password when
they open the presentation; if they don't enter it, they can view but not edit
the file.

They'd neeed PPT2002 or later, or the 2003 viewer to view the file though.
Earlier versions and/or Mac versions won't open password protected files at
all.

And of course this applies to the entire presentation, not just a single slide.

You might want to do this instead:

Go to the slide you want to protect. Choose File, Save As and pick PNG as the
type, give it a name and click Save. When it asks, tell it to export just the
current slide.

Add a new blank slide, then Insert, Picture, From File to bring the exported
PNG back into PPT. Size it to fill the slide, then delete the original slide
you exported.

You now have an image of your original slide, not the slide itself. Somebody
could still go in and push pixels around, but only with great difficulty could
they do any serious editing.
