Protected document becomes unprotected

Can someone please explain to me
1. why my protected form is not opening from the intranet as a protected form.
2. How to fix this problem.

What kind of protection? Forms protection?

Is it being opened in Word or in a browser? And in what file format was it
saved?

I created and saved them in MSWord and forms protected it.
It opens in a browser window.
I would like it to open it in word and only allow me to "Save" it not every
user.

Which version of Word do you have?

You still haven't told us in which file format you saved the document. Did you
save it as *.doc, or something else (such as saving as a web page)?

When the document opens in the browser window, are the Word commands also
available? Or is it being displayed as a web page?
