protect worksheet but allow row deletion

My worksheet is protected and many cells are either locked or unlocked. Rows
A10:A31 are unlocked, however, a user cannont delete any row in the rows
mentioned. How can I make this happen?

It depends of your Excel version, in Excel 2003, during the protection
process you select:
Tools ->Protection -> Protect Sheet
Then check in the Allow all users of this worksheet to Box the Delete Rows
option.

Sorry, that was a bug in Excel 97. You will have to upgrade your software,
which with all due respect that is over 10 years old.
