Protect/Unprotect Documents

I have several Word documents used in conjuction with an Access database.
These documents are protected. When I stop the protection and make changes
to the document, the Formatting restrictions and Editing restrictions are not
enabled. I am unable to protect the document again and save the changes.
Can anyone tell me why this function is not working? Under Word 2002/2003,
all I had to to was go to Tools, unprotect, make the changes, save the
changes and protect the document.
 
It works the same way in Word 2007. Exactly how are you trying to unprotect
the document - using code?
