How can I protect specific desktop link (e.g. to executable file) so
that user cannot delete it ?

You can modify its permissions. Click Start / Help and look for help on
"Permissions" to see how it's done.

if I use permissions options the operator must have user privileges !

You can set the permissions as loose or tight as you like! Note that there
is no such thing as "user privileges". There is "read-only access", "full
access" etc. etc.
