protect document problem

I created a forms document and want to password protect it as fill-in but
task pane grays out.
 
What? Completely? It should gradually expose itself as you fill it in from
the top.

Also note that just because you don't get the answer you are looking
for in a reply you don't need to post the same question again. If the
reply doesn't answer you question then post back and tell us it
