Protect Document 2007

I am trying to create a form in Word 2007 and when I go to protect the
document, the Yes, Start Enforcing Protection button is grayed out. Help, I
am ready to pull my hair out. How do I get this to work?

Note that if you added ActiveX controls to your form, Word will
automatically switch to Design mode as a security measure; this is why the
button is greyed out. Make sure that you only use form fields or content
controls in your form.
 
I am very confused with 2007 - how do I find the form fields? The only way I
could get the forms buttoms active was to click on Design Mode.

It used to be much easier.

On the Developer tab, click Legacy Tools; there you will find most of the
old form fields at the top (with the ActiveX controls below them).
 
Stefan, I have no Active X controls in my form but it is still greyed out..
any other suggestions>

The only other fields I have in the document are check boxes, are they
considered Active X
