How the heck do I get rid of this? It not only resets my
home page but often adds folders to my favorites list.

There are two things you need to do:

1) Get some Spyware cleaning software. My personal favorite is Webroot's
"SpySweeper" (www.webroot.com) . You pay an annual subscription fee to make
sure the spyware detectors are constantly updated (those spyware companies
are always coming up with new ways to get into your computer). A good free
one is "Ad-Aware" from Lavasoft (www.lavasoftusa.com) -- but you have to
make sure and update the definitions regularly! And you should run it once a
week or so, depending on your surfing habits.

2) Set your browser so it stops allowing thrid party programs to take over.
This is how you do that:

Open your browser, go to "Tools", then "Internet Options". Click on the
"Advanced" tab, and then scroll down to the "Browsing" area. If there is a
checkmark in the box "Enable third-party browser extensions (requires
restart)", clear that checkmark, hit "Apply" and "OK" and then close your
browser. Reboot your machine.

This should take away the weird toolbar.
